It looks like a fringe conspiracy theory involving "grammar" (e.g., words actually have power to change reality in a very real way), the gold standard (always a canard among the fringe), and possibly schizophrenia. There also seems to be a hint of Sovereign Citizenship underlying these cryptic messages. You run across a lot of these types on rense.com, David Icke, and Above Top Secret, and what's unfortunate, is that a lot of them also frequent gun shows.
Sovereign citizens are particularly concerned with grammar. The classic example of this weirdness is :Judge :David-Wynn :Miller, but his style is too abstruse for most people. Most sovereigns believe, in particular, that the government has created fictitious legal entities called "persons" that they use to enslave us, whose names are all in capital letters.
