This is fascinating! The North/South routes are odd numbered and increase in numbers running West to East. The East/West routes are even numbered and increase in numbers running South to North. Routes emanating from the major routes are similarly numbered. For example, routes branching from Route 95 are numbered 295, 495, etc. The whole thing was devised by President Dwight Eisenhower.
